Using Apple Compressor 3.5.3, AIFF has the Little Endian checkbox available. QuickTime Player thinks it's Big Endian, but then the sound comes in as static, so it's probably really Little Endian.
AIFF does seem to have always been big-endian, but then Wikipedia says Apple started writing little-endian data in "AIFF-C" files on OS X. Maybe with a later version of QuickTime they changed back.

Have you tried asking the client how they suggest you create the files they're asking for?
