You should be able to change the comp resolution and parent everything to a null and scale the null up to fit your desired size. Unless I mis-understood your issue

Project was created at 720p but almost all elements are AE solids and high rez images.
I tried creating a a new high rez comp and dumping the 720 one  in there but the result is pixelated and ugly.
