Something is wrong with your script then. A reinstall should fix it. But also try Chris' recommendation, it should also work decently well.
You should be able to change the comp resolution and parent everything to a null and scale the null up to fit your desired size. Unless I mis-understood your issue

I have collapsed transforms , but since it involves precomps rotated
in 3d space it ruins the view.
As for the scale composition script, it appears with no options:

I tried creating a a new high rez comp and dumping the 720 one in there but the result is pixelated and ugly.
