Set your particle type to textured polygon. And of course we're talking Form 2, not the original Form, if that's what you mean. Examples for use of rotation maps:

It's perfectly possible to use layer maps, it's just one helluva bitch to get them to align properly. Doing it in plexus would indeed be a lot quicker and more painless. Also of course consider Element 3D. Would be easy enough to blend between two groups there or animating a few parameters for offset and randomization...
