We used to have this really crappy TBC in a 3/4" suite that would pixelate and sort of posterize video as it sort of did this step through effect (I think it's output was 15 frames per second). A local dance show loved it and insisted that every finished show be run through this TBC before airing.
That's what some of this looks like to me with a bunch of 2 frame edits thrown in. It all looks like it was automated in some fashion.

I'm guessing it is done with frame blending and time remapping of still images. Not great, but at least different.
