That actually sounds a whole lot like the "24pa" cadence to me. 
Try choosing that in the Interpret footage dialog and report back.

I have several clips that originated in film, maybe originally 24 fps, rendered at 23.986 at some point, that were no doubt dropped into an NLE timeline set to 29.97. The result is that every 4th frame is repeated: A B C D D and so on. Is there a script or a plug-in that will delete every fifth frame so i don't spend hours doing it by hand? An especially painful process in AE which results in endless layers.
