Thanks for the suggestions. I will run = a test with the Reduce Interlace  Flicker and  with the 1 = pixel Box Blur.

I am using AE to scale 1 minute PSA spots from HD (1920x1080i = ProRes QT) to letter box  NTSC (720x 486 QT = ProRes).
