If you want to have a dual CPU setup, the only way to go is Xeon, but with the i7 going up to 6 cores it might not be necessary for you? You can get the workstation versions of the Xeon with 8cores per CPU, so up to 16 real cores in a workstation, but they are crazy expensive compared with the i7.
Can Ae take advantage of the dual GPU of the GTX 690? I believe Premiere doesn't?
And please remind me, why choose i7 over Xeon?
