In FCP7, tracks are numbered sequentially in the Timeline.  

You determine the output in the Sequence Settings dialog.  If stereo, odd numbered tracks go the left channel, and even to the right.

Pr from around CS5.5 and MC around version 5 or 6 started handling stereo tracks in the timeline.  But earlier versions and FCP7 just display mono tracks in the timeline, but output stereo through export or hardware.
