When you say it defaults to editing the mask insteady of "moving the layer", do you mean moving the mask or the entire layer? Just asking to understand whether you just simply want to move the entire mask as a whole.
Hopefully, I am not simplifying your problem because it sounds like you just aren't selecting the mask and instead are getting just points. If that's the case, of the many ways, I just click anywhere on the mask and double click which gets the whole mask. Or, click on mask down in the timeline selects the whole thing.
