Are your mask very small? or are your layer scaled under 100%?

I have also been annoyed of this behaviour of AE, but i don't have the problem always and haven't been able to isolate what exactly casues AE to sometimes pick the layer and sometimes the mask. I have an idea that it has something to do with the size of the mask or when the layer is scaled, but i can't reproduce it right now.

A quick fix for this is just to toggle the mask visibility in the comp viewer, but that of course turns off all masks so might not always be desired.

What I would like to do is click on the layer and move it without effecting the mask at all. Right now every time I click on the layer with the move tool and try to move it I am moving/editing the mask instead of the layer. I have to lock the mask to revert to 'normal' functionality with the move tool.

Hopefully, I am not simplifying your problem because it sounds like you just aren't selecting the mask and instead are getting just points.  If that's the case, of the many ways, I just click anywhere on the mask and double click which gets the whole mask.  Or, click on mask down in the timeline selects the whole thing.
