I'll add a 'me too' to this - it's
happened on a few occasions recently and I couldn't figure out
what was causing it, having to rely on locking masks to move the
layers concerned. In my case it only affects certain projects. I
think it must be CS6-specific as I don't recall experiencing it
before CS6.
I'll try and remember to file a bug report with Adobe next time it
happens.

I've been dealing with this for a while but can't seem to find a
preference, toggle, keyboard shortcut or whatever. Started with CS6.
When I have a mask on a layer and I use the move tool it defaults to
editing the mask instead of moving the layer. Any ideas on how I turn this
'feature' off? It seems like a great hot key feature but not a good always
on one.
