Did you actually try iphoto?  I was using iphoto 09. with OS X 10.7.5  but I also just tried it on 10.6.8 with iphoto 08
I am using a photoCD from 1995 and i just tried it on a 2007 macbook pro with iphoto 08 and it worked fine.
Apple has supported photo CD with every version of iPhoto as far as i can tell. And it is practically automatic.
if it is not working you might need a software update. but if you already found a solution, then have fun with those 400 discs!
