I did try the interpret footage dialog but it introduced fields which I don't want. I did just discover that it did originate as PAL. I'd even be fine retiming the footage to have a 1:1 frame sequence. I just want to lose the repeated frames.

You don't mention whether you've used the Interpret Footage remove 3/2 pulldown dialog as one of those methods. If the footage is a standard cadence, this will work.
