Such features would have to be explicitly implemented in the effects. There's no way to influence that externally. Using a duplicate comp and pre-composing therefore is your best bet to use Shapeshifter in a fixed position.

Does anyone know a quick way to tell a specific layer in a comp to not use the camera?  I want one layer to just stay put, while the other things move accordingly.  Now, I know removing 3D is a way but I'm using a layer with Shapeshifter applied so, it will use the camera anyway.
