Get the 3d layer in the position you want it then parent it to the camera, I do this pretty often.

If you want it to start being affected by the camera then all of a sudden not be affected by the camera, have the layer not parented to the camera until the frame you want it to freeze then split layers and parent the new layer to the camera.
