Well, I found a work around.  I just placed my BG in a comp by itself and brought the main comp in to that and now it stays in place.  But, I would like to know how to do it as you mentioned below.

If you want it to start being affected by the camera then all of a sudden not be affected by the camera, have the layer not parented to the camera until the frame you want it to freeze then split layers and parent the new layer to the camera.
