After Effects CC does not require you to have an Internet connection at all times to run the software. It is no different in that regard than any previous version of After Effects.
You do need to connect your computer to the Internet every once in a while to allow it to update its activation, but that is only once every several months (if you have an annual subscription). I gave specifics in an earlier post on this thread.
Of course, there are some features (like using online Help, downloading things from the Exchange, using the bug-report form) that require an Internet connection, just like in previous versions of After Effects. And now there's a new feature that will take advantage of an Internet connection:

I haven't test this yet but I wonder... must we be connected to the internet to be able to run apps as a CC subscriber? If yes, is there a provision for being able to work "offline"?
