Yes.  You can lift or extract between in and out points.

For a lift, engage the track selectors for the tracks you want lifted.  =
To extract (ripple edit), highlight at least one track that has media, =
and pay attention to the Lock and Sync buttons on the track selectors =
over there on the left side of the timeline.
