why not just use something like Gif Brewery to convert your footage into a Gif of any quality level.  You can get Gif brewery in the Apple application store, for $4.99 i think.   I just love it!  gives you all the scaling, color, and frame rate options you could ever need.
After you convert to authentic Gif dithering, just convert back to quicktime or image sequence.

David,
You may start by switching the best switch off and using a combination of posterising, hue/saturation and precomps. Scaling it down in a precomp and scaling it up in the main comp should give you some chunkiness with draft mode. Then just use the posterization and color correction to tweak the color.

That would be how I'd start, at least.

Stupid question, but is there a GIF plugin filter effect around? Something that would give that dither 256 color look. Creating something within AE is preferred as it is being blended into other imagery that won't have the same look.
