When I import the clip the first time, i get a video track which i can 'time stretch.' If i save that as a gif and then reimport, i get the UX with the frame delay, which yes is set to 0.03. I even set it to no delay and, while the preview plays really fast, the final gif that saves out plays much slower. It seems highly unlikely to me that my comp can't play a 700k gif at 30fps, but I can't think of any other explanation.
