Hi Anders,
check out Jeff Almasol's beautiful script rd_CompSetter
(http://aescripts.com/rd-compsetter/). Should do exactly what you need.

I’m wondering if there is a script that will extend every layers and all
it’s PreComps and their layers to the new length of the project comp?
Example: Let’s say we have a a project, 60 seconds long animation. Let’s
say we tons of layers, many are PreComps, some of those PreComps also
have PreComps etc.
If we then for example need to extend the project to be 90 seconds, the
comp needs to be extended to 90 seconds, each layer needs to be manually
extended to 90 seconds and every PreComp needs to be opened and extended
and all it’s own layers needs to be manually extended as well.
Manually opening, changing the comp length and extending (click and drag
to end) each single layer everywhere to the new comp lengths is a very
time consuming task, especially when there are lots of PreComps to extend.
I would guess this is a pretty common task, so I am hoping there is a
script for this? If there is I wish I would have asked about it earlier.
