Yes. I would make a very wide comp and do the "smoke"/art move with an offset (so it is looping). In the main comp I would then use the puppet tools to distort the smoke in the shape you want (or Mesh Warp) You could animate the position, scale etc to move the smoke the way you want since the "smoke" is also moving within the distorted comp you'll get a distinct designed look you're after.
