You can do this without third party plugins, but mainly what you need to do is get busy cutting mattes and separating your photos into foreground and background layers (making clean plates), and in-between layers, if the photos are suitable enough. Just set them up in 3D space, add a camera and animate it.
I suspect many of these scenes were made with several separate shots and clip art to create all those layers.
There are several tutorials on the web about doing 3D moves on 2D pictures. Search for "The Kid Stays In The Picture effect." That will get you started. VideoCopilot.net has a several.
