The bottom layer needs to remain in place with some kind of slider based value that all other layers above are attached to. When this slider value is increased, the nearest layer would move away the least and the farthest layer would move away the most with all layers in between moving relatively to them. I'm guessing this is an expression based solution or could this be done with simple parenting?
