I can vouch for DuIK. It's great fun to use and allows you to achieve some quite nuanced movement. The trick to is to convert all your main movement keyframes and manipulate their bezier handles which helps control the position of your extremities in between keys. Once you try this you'll see what I mean.

Re 2: That's what linear() is for - add a slider to drive, then blend between the two. Again the actual values may need to be applied to auxiliary constructs. to get correct evaluation order.
 
Re 3: I don't know any, though people seem to like the misnomer that is the DuIK script.
 
Re 4: Same as elsewhere - blend values using linear().
