Just me talking here, but I'd focus on that mouse rather than AE. I'm wondering if you are just inadvertently pressing down on that scroll wheel, locking it in to that mode. It would probably bother me more if I used the scroll wheel to zoom but since I don't that seems to the easy solution to unpress or whatever on the mouse to reset.
