Well, I'm definitely missing something but that doesn't seem to be it.  I've tried adding the effect, before precomp, after precomp, etc and still not working. 

Appreciate all the help though....just not quite there.

work but I think I know the problem.  It was an easy enough shot that
I manually tracked with just a mask so there are no corner pins.

So, to recap, I took my layer, which is just a solid.  This one does
NOT have the shine and that probably doesn't matter anyway.

So, I removed my mask keyframes, along with effects applied, then
applied the effects first, then the corner pins back.  It remains the
same.

Now, I am not even sure I can make it work at all with this setup.

    However, if you apply the fractal noise after the geometry is
    transformed, the noise is relative to the comp, not the layer.
    Switch the stacking order around and see if that fixes it for you.

        With regard to the "precomp it" response.  It might just be
        procedural, but I had tried precomping my solid and it still
        moves.  Maybe you mean before I add the noise.  Hmm, let me
        try that. :)

            I've added a fractal noise to a solid, with Trapcode
            Shine then added (not that this is important), and when
            I animate the solid to move around to the scene, the
            fractal noise remains in place which sort of ruins the
            effect.

            Basically, I have a screen replacement for a laptop with
            camera movement. The solid the replaces the screen and
            is tracked for the movement.

            Any idea how to get this fractal noise to stick to the
            solid for the same movement?  Here is a still.
