I just realized something important about this - when you say the Fractal Noise isn't moving, you are moving the layer (or rather precomp), right? If you just animate the position of the mask, then of course the Fractal Noise won't move, since you aren't actually moving the layer. All you're doing in that case is changing what part of the layer you're looking at. Or maybe I misunderstood your issue.

I agree with Bruce the Precomp would be the solution. I've done this
hundreds of times and even as recently as two days ago. It definitely
works. :)
In your primary comp create a Solid and apply fractal noise to it.
Precomp it making sure "move all attributes" is checked. Now, that
Precomp layer position value can be moved all over your frame and the
fractal as well as any other layers in the precomp will move together.
Using this method you can even take that Mocha track you just did and
export as transform data, not corner pin, and you could copy paste
that onto your Precomp and it would work too.
Corner pin tracks and corner pin effects Use the entire layer
coordinates. So you have to make sure the layer you apply such
techniques too are the same frame aspect ratio as the area you are
trying to match up. ex: a 16:9 screen using a 4:3 layer, things would
stretch out of proportion.

ok, so none of that worked. I did a quick track in mocha, which
didn't work too well before but with a lot of manual adjustments, it
placed it in there nicely and now moves with the "track". I think it
had to do with actually having corner pins which uses the entire comp
versus masking the solid and the mask traveling around the comp.
That was my earlier guess.
So, I guess the bottom line though is you can't really apply to a
masked area of a solid when the mask is floating around.

I still think you're missing a vital step - you need to have
a precomp that solely consists of the solid with Fractal
Noise applied. Any masking and tracking must be done *to* the
precomp, not inside the precomp.

Brian,
After reading yours, I thought THAT is going to be the
fix. It didn't
work but I think I know the problem. It was an easy
enough shot that
I manually tracked with just a mask so there are no
corner pins.
So, to recap, I took my layer, which is just a solid.
This one does
NOT have the shine and that probably doesn't matter anyway.
So, I removed my mask keyframes, along with effects
applied, then
applied the effects first, then the corner pins back. It
remains the
same.
Now, I am not even sure I can make it work at all with
this setup.

I THINK you just have an effect-stacking issue here.
If you apply
your Fractal Noise first, then apply the corner pins,
then apply
Shine, it should all work fine. It does here, no
pre-comping required.
However, if you apply the fractal noise after the
geometry is
transformed, the noise is relative to the comp, not
the layer.
Switch the stacking order around and see if that
fixes it for you.

And, that didn't work. I precomped my solid,
then added the
effect...no go.

With regard to the "precomp it" response. It
might just be
procedural, but I had tried precomping my
solid and it still
moves. Maybe you mean before I add the
noise. Hmm, let me
try that. :)

Subject: [AE] Fractal Noise on Solid Not
Sticking
Hello,
I've added a fractal noise to a
solid, with Trapcode
Shine then added (not that this is
important), and when
I animate the solid to move around to
the scene, the
fractal noise remains in place which
sort of ruins the
effect.
Basically, I have a screen
replacement for a laptop with
camera movement. The solid the
replaces the screen and
is tracked for the movement.
Any idea how to get this fractal
noise to stick to the
solid for the same movement? Here is
a still.
