In AE you're looking at one field interpolated to be a progressive frame (since comps never show multiple fields). In PPro you may be set to see both fields interlaced (click on the wrench icon to switch it).

Either way might be a good estimate of your result (assuming the footage is interpreted correctly), depending on whether you're planning to output interlaced or not.

I'd expect the bicubic upscaling to be visually equivalent between AE & PPro. I think PPro only does bicubic when using the GPU.
