Basically AE needs to save the project and load it up in the render processes. If you have a simple project that takes 1 second to load, then it'll take maybe 10 seconds to load everything else. If your project takes 1 minute to save and another minute to load then yeah, it's gonna be a while. Also depends on the amount you need to preview. If I'm previewing 30-45 seconds of a heavy comp, then the 20 seconds it takes to spool up doesn't matter to me because it'll save me time on a long render. But if you are only previewing a short timeframe it may be best to turn it off.
