Open in Illustrator. 2. Copy paths from Illustrator to AE. Use generated vector masks as position path for hand with pen. 3. Paste mask shape into hand layer position attributes , AE auto converts that to keyframes. Hand will follow path shape. Composite Hand layer over artwork, use stroke effect to reveal artwork as hand passes over it. That's the gist of it.
