The info panel will give a scale percentage readout. To get 100% exactly I think you need to be zoomed to 100%.
On a Mac you use the command key to scale around the center.
No shortcut that I know of.

On PC here's what I do:

Ctrl D - to duplicate mask.
Ctrl T - to bring up the mask free transform box
Ctrl drag a side, or top, handle to scale the mask around its centre - this enables you to then visually match the size of the transform box against the size of the original mask.
Shift drag to position the mask against the original with one side or vertex touching - zoom in at this stage if necessary.

Quicker to do than type :)
