Off the top of my head, you can use compound blur with your grayscale map controlling the blur… apply the blur to the alpha channel of the layer you want to choke, and then apply levels and adjust the alpha channel to force the choke. Essentially you’ll be doing what the choke filter does manually, but using a compound blur instead of the default fast blur (or gaussian or whatever is built into choke).
