Make a gradient map with a bottom layer of fractal noise (adjust the Contrast so that you have luma values from 0-100), and add a top layer of a linear gradient, set to screen transfer mode.

Use that as the Gradient Layer for Gradient Wipe.

Animate a gradient layer on a solid layer(black will reveal no pixels, white will reveal all pixels). You can use any filter or combination of filters that gives you a black and white layer. You may need to pre-compose the gradient. I don't recall. Apply the Gradient Wipe filter to the text layer and select the gradient layer in the effect controls. Keyframe the transition as needed. I'm not at my computer now, so hopefully I'm close!
