Have you seen the Dynamic Sketch plugin for Illustrator, sounds like exactly what you need
Also I have found Manga Studio to have very nice quality of line compared to trying to draw in Photoshop. I think they made a big mistake calling it Manga Studio, I had always written it off as I have very little interest in manga but it's just a programme made by artists who were creating manga in Photoshop and were similarly frustrated at trying to draw fluid, natural linework. Consequently, it's a similar interface but really geared up for sketching. My son wanted it so I bought it but I've ended up using it more than him.
