I just found a solution that does the job for me.
The problem was the the Wacom I have has a very slippery surface for the
grip pen to drawn on.
I put some paper on it now and that solved my problem.
That only took me a few years to figure out.
Perhaps it will help someone else out there who has the same problem.
Sometimes a solution is much more straight forward than expected.

about smooth brush strokes in PS.
You have turned on the "smoothing" checkbox in the "brush" panel?
i get smooth strokes with my wacom using that on, and jagged if off and
drawing quick strokes.
