May not be understanding this completely, but you could give this script a try -- http://aescripts.com/create-pivotal-null/

Just select the closest point in the little map to where the top of the stroke ends, deselect 'parent to null' and execute.

Would that work?

I am wondering if there is a tool or script or something rather out there that would give me the position data of the top of the stroke? 

The use would be to add text to these points and have them track with the camera. So I could undo rotation, parent and redo, but I'd like to be able to just set all my lines and choose which one's I want to add text to.
