I doubt this will help, but I recall from many years ago, that if you had anything overlapping the Comp window, it would cause the RAM-Preview to drop frames like mad.

There was also an issue with using compressed audio formats.  Transcoding to an uncompressed format like WAV or AIF fixed it.

And have you tried fiddling with the Previews Preferences?  Maybe changing the preview duration will give Ae a slap to the head.

Ok, so I have more info. I spent the morning on the phone with Adobe tech support and we couldn't figure out the issue.

We tried:
Trashing prefs
Updating to the latest build
Fixing permissions
Uninstalling drivers.

Occasionally my machine would preview correctly but then once I started working on my project it would stop behaving.

I have no figured out how to reproduce the issue.

If I am in the default workspace my machine previews fine and the info palette displays "playing back from RAM 24fps". 

As soon as I undock my timeline and try and preview, it has the issue of stuttering and not showing ""playing back from RAM 24fps".

No idea why but at least I have a workaround (although it sucks having to use the default workspace)

No color management, whats most weird is the fact that it doesn't say that is playing back from RAM in the info pallet.
