doing you can always try precomping some fractal noise and
using CC Glass. Or use wave world and caustics.
Or a combination.
If you just need a top-down view for a texture then you
might get away with those techniques. If you need
interaction with the AE camera, or a different 3D camera
view, then a 3rd party plugin is your only real
option. You can try using form if you're a masochist
but it's difficult to get realistic water, if you need
realism.
Personally I really like playing around with wave work and
caustics, but it can be tricky to get the look just
right. You really need several layers of bump maps
working together. I've got a tutorial on using them
together to wave a flag, but if you replaced the flag
texture with a water texture you'd have something the start
with:

Is there a way to generate water in AE other than
Tsunami? I have it but oddly enough I can't seem to
generate a "Tsunami". I need to cover the earth with a
giant wave and so it needs to be a sphere. Any ideas?
