Import Folder just imports the elements inside the folder and does not sequence them.

if you want AE to import a folder as sequence you could drag the folders  from the Windows explorer/Finder
to your project window and it will import its content as a sequence.

it does not recognize sub-folders so you need to drag the bottom hierarchy of folders but you could choose as many as you like.
