This is probably better done in a 3D app (and/or realflow, as mentioned). I
didn't look at the article Jim Feeley posted, but compositing in some sort
of stock footage is probably your best option if you want to do it in AE.
Pretty much all of the 'water' options in AE (and Psunami) rely on 2D
displacement maps. You're not going to get a cresting/breaking wave with a
2D displacement map. You can push a 3D mesh up or down, but you can't push
the polygons up and then over, which is what you would need for a cresting
wave. (much less have the mesh bend over and recombine with itself as you
would need for a breaking wave) And then you have to figure out how to do
foam, which is a whole different can of worms (but easier to fake than a
cresting wave).

Is there a way to generate water in AE other than Tsunami? I have it but
oddly enough I can't seem to generate a "Tsunami". I need to cover the
earth with a giant wave and so it needs to be a sphere. Any ideas?
