Thanks Jeff and thanks to all with suggestions.  It appears this is not an easy design to create so I will move on to other ideas.  I was thinking of this as an opening title sequence for a particular documentary.  There are other ways to go but this one popped in my head.  Fusion is the closest to doing what I was thinking of.

I thought I share a water-setup.  This was originally created for the Roland Emmerich film "Anonymous" by compositor Pieter Van Houte. He was kind enough to share the recipe and now may folks are doing water with it.
In Anonymous every bit of the water was done in Fusion, there is a long story behind it and I can't type that much. check out the youtube video on this thread

btw - on my crappy laptop I render water at 2 frames per second - more cores on the GPU can get 10 frames per second
