There are a few things that scare me
about what's being discussed here.
1) Considering how many layers that would occupy a 200+ MB File
for HD Broadcast, converting those to another format be it PNG or
TIF is a daunting prospect indeed especially when we are talking
about several hundred layers (not counting layer styles).
2) What do you do with text provided to you in these instances
where you need to omit the Photoshop file and use still files to
complete projects? Normally I would "convert to editable text"
with something like this but when it's a TIF for example I think
that isn't possible.
Tim and I work on these projects and let's just say any proactive
movement on his part (he's the employee) just gets ignored,
especially with ever-tightening deadlines. I used to work for the
same company before going freelance and it just seems to get worse
there. BTW, I hope I'm not one of the culprits you mention Tim if
so my apologies. I'll work out a solution with you.
My description above isn't for the purpose of griping about
it, that's what a few beers and a dive bar is all about. Aside
from the obvious layer management that needs to happen with these
files. Is there a program or script out there that you can quickly
use to simplify large multi-layered photoshop files like removing
duplicate layers and then quickly export PNGs or TIF? I almost
want to see an exploded layer view in Photoshop where you can
quickly select trees and identifty what you want to remove and
what you want broken apart. That would be a god send.

We get 200mb + files with multiple duplicate "vector smart
objects". Our "designers" seem to think "the more the merrier"
and if not cleaned up it can grind AE to a halt. I spend the
time because I know it will come back to bite me in the butt.
But some freelancers don't clean things up and then when it
comes back to me it is a big mess - yes I love working with
PSDs. Don't get me started on later styles!
