| I have asked this question before. I have not found one. The Cow appears to have more pro listers percentage-wise than the Adobe forums.
The Adobe Community forum has one great plus and many minuses. The plus is that you can exchange information with the "Todd Kopriva of Premiere Pro," in a manner of speaking. His name is Kevin Monahan. He works for Adobe, and posts regularly. Nice guy. Very helpful.
The downsides of that forum are that, with the exception of about six regular posters, it's a classic example of the blind leading the blind, a volume of posts from people too lazy to RTM, Google or describe their issue adequately, and people with horrible communication skills (exceptions granted for non-native English speakers). Fortunately, Adobe has improved the Search function quite a bit. That helps to sift pass the useless posts. I only go to that forum when I'm in a real bind I can't workaround myself, or to find info that isn't obvious, or to confirm a bug, etc.
I suppose you could try using the PM feature of the forum to contact Kevin directly. I don't know how well that would be received for questions about programming, but might be worth a shot.
A thing I noticed about this list, which is the best list I've found for my needs, is that an overwhelming majority of posters are articulate, intelligent, excellent communicators. I'm honored that you all haven't run me off with pitchforks and torches. Yet.
