$1500 should be plenty for a great machine, especially if you already have
monitors. Heres what id recommend

Either an intel i7 4930k six core or a 4770k quad for cpu
Corsair closed loop water cooling h100 or better (cheap and easy to install=
)
Asus motherboard for easy overclock
Gtx 580 3gb edition (better cuda performance than 780, and cheap)
32-64 gb ram - i use corsair vengeance 1800 MHz
1 250 gb ssd for os
2x 500 or 750 gb ssds in raid 0 for current projects
1 4 tb hdd for archive / storage

If you want it built for you I have used ironsidecomputers.com in the past,
they do a great job without chargin too much over wholesale parts cost
