How about this idea. Draw the starting and ending puff’s shapes in Illustrator, Do a blend and select the number of steps you want, Expand the blend, then release to layers in Illustrator and drag the released layers above the original layer. The original layer is now empty. Delete it, then import as a composition, set the out point at frame 1 and sequence layers. A blend can have 256 layers or any number you want. If you want a 20 frame animation set the number of steps in Blend to 20…

Simple.

Comes from an old tutorial I did a zillion years ago for Creative Cow.
