What Brian and Angie said. Got a Wacom tablet? ...This really is the perfect time to just draw some smoke puffs in Photoshop or Illustrator and bring them into AE. Or animate some shape layers in AE. In the hour or two you spend researching ways to do it with a plugin, you could have 5 different versions finished that look just like the example.

That said, we did do some toon-shaded 3D fluid renders from Maya for a project in the past that looked pretty good. But that's orders of magnitude more complicated if you just need a little poof. :)

It honestly doesn't take long to draw three or fours cartoon puffs on Photoshop layers and sequence them in AE, but if you want to automate it, use an AE mask shaped like a puff, as a source shape for Radio Waves.

I think particular won't do and ae shapes give too symmetrical results

for this type of animation.

or do I have to resort to frame by frame in flash or photoshop?
