Copy the effect with property links (assuming you are using AE CC) from the drop down menu. 3. paste the effect to every layer using motion blur it will override all comp MB settings and all settings will be dependent on a single master null. I often set up complicated projects like this with all effects used multiple times on a master node in this way - color palettes, glows, fonts etc controlled from a single layer.
