One option would be to add the CC Force Motion Blur effect to all layers, and then copy the property links from a master layer null with the effect to all subcomps and layers. so you would - 1. create null in master comp with cc force motion blur. choose desired settings for the effect 2. Copy the effect with property links (assuming you are using AE CC) from the drop down menu. 3. paste the effect to every layer using motion blur
it will override all comp MB settings and all settings will be dependent on a single master null. I often set up complicated projects like this with all effects used multiple times on a master node in this way - color palettes, glows, fonts etc controlled from a single layer. Makes picky clients easier to deal with

I know if I was smart I'd make the adjustment BEFORE I do all the grunt work, but I aint that smart. I always thought the top level comp dictated the setting for its nested comps. I believe it still works that way for frame rate (?) and you can set a comp to preserve its frame rate thus over-riding the master setting.
Is there such a behaviour for shutter angle? Or is it as it seems to me that this is the normal behaviour. That is, shutter angle will always adhere to the comps setting, regardless of where it is nested. Is there a way to set a comps shutter angle based on its master?
